Council establishes four paving districts for Francis Street extension; developer and staff outline timeline

The North Platte City Council on May 6 adopted ordinances to create four paving districts that will fund construction of Francis Street in stages through a developing area south of the post office. City engineer Brent Berkeland described the engineering section as a 42-foot-wide concrete section (two travel lanes and a center turn lane with full curb and gutter) and said the contractor bid and construction schedule would follow standard public-letting procedures.

An amendment to one ordinance was adopted to allocate assessment costs across the entire Fords Farm subdivision on a square-foot basis so that newly created lots benefit proportionally from the street improvements. Berkeland and the developer said the developer will construct McCabe Street in the interior of the site and that the city will follow with Francis Street; staff estimated the full street could be complete by the end of the 2026 construction season.

Why it matters: The paving districts provide the legal and financing mechanism for the city to construct public streets required to serve planned residential and multi-family development. Council members discussed assessment allocation methods so future lot owners would bear their fair share of costs.

Project and timing details cited in the meeting: Berkeland said each Francis segment will be 42 feet wide with an 8-inch concrete section designed for heavier loads; one stretch (Section B) is about 3,100 feet long (roughly one-half mile). The developer indicated an interest in completing key segments (A and B) this construction year, with C and D to follow next year or later depending on contractor availability and the city's public-letting schedule.

Next steps: With the ordinances adopted, staff will prepare bid documents and move forward with public letting, engineering oversight and assessment calculations as provided by the adopted amendment.
