Esperanza Park project nears completion; City schedules May 22 ribbon-cutting

Andres Perez, assistant engineer and project manager for the Esperanza Park project, gave the Parks and Community Events Commission a detailed construction update on May 6 and said the project is moving toward an opening and ribbon-cutting on May 22, 2025 at 9 a.m.
Perez said much of the major construction is finished: concrete flatwork including a roughly 10-foot walkway, parking lots with curb and gutter and striped stalls, basketball and futsal courts, a central plaza and perimeter fencing. He described a large dog park with separate areas for small and large dogs, shade structures similar to those at Panorama Park, fitness equipment, two playground structures for ages 2–5 and 5–12 with rubber surfacing, multiple picnic stations and a group picnic area, and a restroom building with four stalls and exterior hand-wash stations.
Perez highlighted installation of the park electrical switchgear and wiring and said the city is preparing for Southern California Edison energization. He also described stormwater retention basins that tie into the Riverside County Flood Control Whitewater Channel and a CV Link connection and shade structure that will link the park to the regional trail; the CV Link pathway itself is not lit, Perez said, though the path features LED lighting in other locations and the new shade structure contains solar panels.
From the Chia Place entrance visitors will see a recently installed monument at the central plaza, Perez said. He estimated the site contains about 1,600 feet of concrete walkway. The park includes a fenced futsal field and courts that will be lit for nighttime use. Perez said sod had been placed about two weeks before the May 6 presentation and that final site furnishings and signage remain to be installed ahead of the public opening.
The commission asked practical questions about reserving picnic areas; staff said reservations will be handled through the Department of Recreation and (DRD) and that there will be a brief delay between park opening and DRD taking over reservations and operations. The presentation was informational; no formal action was required.
