Tigard council appoints Emily Trich interim city manager until June 1

The Tigard City Council on a unanimous vote approved an amendment to the employment contract of Deputy Assistant City Manager Emily Trich to appoint her as interim city manager through June 1.

City Attorney Shelby Rahala introduced the item, saying the amendment was “short and sweet” and would add 40 hours of paid time off to recognize Trich’s additional duties. The contract covers the interval before Brent Stockwell, the city’s incoming city manager, begins June 1.

Deputy Assistant City Manager Emily Trich will keep her existing contract terms with the added 40 hours of paid time off during the interim assignment, Rahala said. Council President Wolff offered congratulations and a light admonition — “Enjoy your 40 hours. Much deserved. And leave the work cell at home.”

Councilors thanked Trich for stepping into the role during the transition following the April 26 departure of interim city manager Rob Drake. The motion to amend the contract and appoint Trich interim city manager was moved, seconded and adopted without opposition.

The appointment is effective immediately and expires when Brent Stockwell assumes the permanent city manager position on June 1. Staff said the amendment was intended to recognize Trich’s additional responsibilities while preserving continuity of city operations during the leadership transition.

No further action or amendments to the contract were reported at the meeting.
