Norwalk awards $3.19M contract for water-main, meter upgrades and Zone 31 street repairs

The Norwalk City Council awarded a combined contract for project Nos. 7449 (water main and advanced meter infrastructure) and 7937 (Local Streets Rehabilitation, Zone 31) to the lowest responsive bidder, Stefan Dork Equipment Rentals Inc., in the amount of $3,194,303.65, staff said.
Public works staff described the scope as replacing just under 5,800 linear feet of water main (about 1.1 miles), installing 513 automated meter-reading (AMR) devices funded in part through a Bureau of Reclamation grant, and paving approximately 7,100 linear feet (about 1.34 miles) of street using a combination of grinding, overlay and slurry seal. "There are 17 new fire hydrants that are going to be put in in this location as well," a councilmember noted during discussion.
Staff said the projects are being coordinated so underground water-main work precedes pavement restoration; concrete and ADA ramp work were previously awarded under a separate contract. Ten bids were received for the paving and water work, one was nonresponsive, and staff checked bidder experience and responsiveness before recommending award to the lowest responsible bidder.
Funding for the combined work, staff said, will come from water enterprise funds, local street rehabilitation funds (including gas tax) and the USBR grant. The council moved, seconded and approved the contract on a roll-call vote (Ramirez, Valencia, Vice Mayor Perez and Mayor Ayala voting aye).
The city manager is authorized to execute the contract and amendments within a 10–15% contingency, in a form approved by the city attorney. Staff said follow-up work includes coordination of construction phasing to minimize service disruptions and public outreach to affected residents and businesses.
