Norwalk Council approves lease amendment reducing county parking rights for Civic Center redevelopment

The Norwalk City Council on a unanimous roll-call vote adopted Resolution No. 25-15 to approve a first amendment to the long-term ground lease between the city and Los Angeles County for the Norwalk Civic Center parking garage, city staff said.
City staff said the amendment will allow space for the mixed‑use Walk project in the Civic Center area by changing the county’s parking rights. "The county agreed to relinquish its exclusive rights to use a hundred parking spaces and its nonexclusive rights to use 50 parking spaces," said Alex Hamilton, who presented the staff report. Hamilton also said the amendment extends the lease term to May 8, 2094 and eliminates early termination rights in the lease as part of the negotiated changes.
The amendment, staff said, clarifies which parking spaces will be available to the Walk project and shifts responsibility for operating costs on the relinquished spaces to the project operator (PrimeStore). Staff said the amendment is categorically exempt from CEQA under Section 15301 (Class 1) because it involves existing facilities and will not have a significant effect on the environment.
Council members did not receive public comment on the item and moved and seconded the resolution. During roll call Councilmember Rick Ramirez, Councilmember Anna Valencia, Vice Mayor Jennifer Perez and Mayor Tony Ayala voted aye and the measure passed.
The staff recommendation approved by the council authorizes the city manager to execute the amendment and related documents in a form approved by the city attorney, with any additional amendments limited by available budgeted funds.
The amendment is intended to support development of the Norwalk Entertainment District (the Walk project), which the council previously approved as a specific plan for a phased, mixed‑use redevelopment of the Civic Center area. The city manager’s office will coordinate implementation tasks with county representatives and the Walk project developer as the project proceeds.
