The Royce City Council approved Resolution 25‑9 on May 6 authorizing an agreement with Clinton City to utilize an existing 8‑inch sewer main running to 6000 South to serve five laterals on 3100 West, saving the city construction costs and avoiding installation of a new main in that corridor.
Public works staff said the Royce main near a planned roundabout would not be deep enough and would conflict with a storm drain installation; Clinton City’s parallel, deeper 8‑inch main provided an opportunity to tie in the five laterals and avoid building new pipeline. Under the agreement Royce City will maintain the segment from the county line to 6000 South and accept ownership of the line when and if Clinton later abandons its connection during future westward development.
Staff said the arrangement saves significant expense versus installing a new main; the council approved the interlocal agreement by roll call vote without public objection. Staff reported the existing line is in good condition and that the city will handle routine maintenance activities (e.g., jetting and camera inspection) as the line becomes part of Royce’s system.
Council directed staff to finalize agreement documents and implement the planned lateral connections.
