Council adds eight more trees to park beautification plan, approves 27 trees and 36 boulders for Public Park

Westland City Council on May 5, 2025 approved a contract to install trees and boulders at Public Park, 2301 South Wildwood, after amending the award to add eight additional trees.
Administration recommended the low bidder, Frank—s Landscaping and Supplies LLC, for the project. The original bid approved by staff covered approximately 19 trees and 36 boulders at a price not to exceed $15,796. Pro Tem Sampe moved to amend the award to add eight more trees, bringing the total to 27 trees and 36 boulders at a revised not-to-exceed cost of $18,868. The amendment and amended motion passed without recorded dissent.
Pro Tem Sampe said she sought the amendment after hearing resident concerns about the number of boulders and wanting more tree canopy for beautification. "I wanted to add more trees, less boulders," she told the council.
Council members asked whether funds were available. Staff said the project will be paid from Community Development Block Grant (CDBG) funds allocated to Norwein Parks and that the Norwein Parks line item contains roughly $52,000, sufficient to cover the $3,700 addition. City finance staff and Director Campbell confirmed that the additional $3,700 is available within the line item and that the source is prior-year CDBG funding.
With the amendment adopted, the council authorized the administration to award the contract to Frank—s Landscaping and proceed with installation.
