Board staff run through PrimeGov meeting software as rollout exposes login, privacy and voting quirks

Washington County School District staff spent a large portion of the May 8 work session demonstrating PrimeGov, the district's new meeting-management software, and troubleshooting members' access, login and voting workflows.
The vendor present, Robert Martinez with PrimeGov, guided board members through logging in, viewing attachments, adding private annotations and activating agenda items so the active item appears on participant screens. As the demonstration progressed several members—including Kelly, Keisha and others—could not access the live meeting module after changing passwords; staff and Martinez repeatedly reset accounts and coached members through the password rules.
District staff cautioned that notes taken through PrimeGov are private by default but could be subject to discovery in litigation. "But in the case of litigation, these would be discoverable, in my opinion," a staff member warned during the demonstration, and another added: "If you have something unique that you don't want to be discoverable in the future, don't put it in there." The warning prompted repeated reminders to keep sensitive items out of the platform's personal notes.
Staff demonstrated how motions and votes will appear on members' screens. In the work-session simulation, Keisha saved and closed a test vote that showed a 3-to-1 result on her screen; presenters emphasized the difference between the practice vote in the training environment and formal votes in a live public meeting. "The work session, there wouldn't be a vote," one staff member said, but the software will show identical controls in the live meeting environment.
Board members asked whether past votes and attachments would be viewable. Martinez said attachments will be available from the agenda and that the system highlights which item is active during the meeting. Several members also asked if annotations or notes are private; staff explained annotations are personal but cautioned, "If you continue to scroll ... in the meeting, you'll find Advanced Items that have paper clips. In those meetings, they have an attachment."
The rollout highlighted practical issues the district must solve before using the system for votes: inconsistent password resets, users signed in on multiple devices, and a short lag between a member pressing a vote button and the tally appearing. Staff told the board they will continue to work with PrimeGov to stabilize logins and the live voting workflow before fully migrating formal decision-making to the platform.
