Redevelopment Authority updates county on Glenarden apartments, Fairmont Heights high school reuse and film-studio talks

Sylvia Singleton introduced the agency presentation. Ikenna Udazia Fore, the redevelopment authority’s executive director, summarized the agency’s role in revitalizing blighted properties and improving community quality of life. He said the FY26–31 CIP funding proposed for the authority totals approximately $2.3 million for eight projects, with four projects experiencing delays.
Fore and Ashley Green, real estate development manager, said the Glenarden Apartments redevelopment has been accelerated; construction will continue on infrastructure and phases 4 and 5, which include 73 townhomes. The authority expects to use accumulated appropriations, land sales proceeds and other funding sources; figures cited in the presentation include $829,000 in land sales and $1.2 million in PAG and $1.1 million in land sales allocations for FY26.
On Fairmont Heights High School, the authority said the surplus school property (a 1951 structure on 14.9 acres) was dispositioned from the Board of Education to the county for adaptive reuse. The authority reported preliminary discussions with MegaMinds (also referenced as MegaMind Media in council remarks), a local film-production firm, about establishing a 40,000-square-foot production studio and a south-stage renovation project; those negotiations are in early stages.
Council members asked for more community briefings and follow-up with council leadership. The Redevelopment Authority said it would continue community meetings and provide further updates on parcels, feasibility and sequencing through the permitting and DSP processes. No formal action or vote was recorded in the work session.
