Library system seeks $3.2 million for branch renovations; Langley Park site identified at Langley Plaza

The Prince George's County Memorial Library System presented a $3.2 million capital request for fiscal year 2026 focused on branch renovations during the council’s May 6 budget work session.

Adrienne Elbel, director of the Education and Workforce Development Committee, summarized the request and said the Langley Park project had changed from constructing a new branch to renovating and building out leased space; there was no new FY26 funding for a new build, but she said the system holds about $10 million in cumulative appropriations that could be applied to Langley Park in future years.

Library President Winstock told the committee the Oxon Hill branch has experienced HVAC and boiler problems and that two replacement boiler/AC systems had been ordered and were expected soon. On Hillcrest Heights, he said the building is older and would likely require a new location and footprint expansion; the Hillcrest Heights project is on the CIP list with a notional 2030 start date.

When asked by Councilmember Ivy about the Langley Park recommended site, the library delegation said they had reviewed three locations and selected Langley Plaza, a shopping-center space opposite the Purple Line station, currently occupied by a furniture retailer. The library representative said planning and architect work would begin in FY26, with construction work anticipated later.

Council members raised equity and distribution questions about branch investments and asked the library to share its facilities master plan and the formulas used for project prioritization. The library said it will provide the facilities master plan and related calculations to the council.

No formal vote was taken during the presentation. Officials said they will continue community engagement on Langley Park and move forward with needed mechanical repairs at Oxon Hill.
