Wayne County commissioners approve consent items and set public hearings; dozens of routine motions pass

The Wayne County Board of Commissioners approved a series of consent and routine items on May 6, including proclamations, budget amendments, subdivision plats, a lease amendment for Goldsboro-Wayne Transportation Authority property and several administrative contracts, and set public hearings on two economic incentive proposals.
The board moved quickly through a consent docket that included proclamations recognizing May as Mental Health Month and National Nurses Week, National Law Enforcement Week and Peace Officers Memorial Day, Clerks to the Board Week and Medical Laboratory Professionals Week. County staff presented multiple budget amendments — for the detention center, health department programs, facilities contracts, EMS mattress replacement and EMS Medicaid collection fee appropriations — explaining some were reallocations within departments and some were increases tied to new or received grant and reimbursement funds.
Commissioners approved preliminary and final plats, including a revised preliminary plat for Riley Crossing, a preliminary plat for Eagle Place, and final plats for Creeks Edge Section 5 and Derby Ridge Section 1. The board also approved a lease amendment to exempt a small grassy area adjacent to the GWTA transfer station from the highway transit lease so the city may pursue a pocket-park grant, and approved a memorandum of understanding with Mount Olive Presbyterian Church to operate the library’s summer learning studio in Mount Olive at no rental cost to the county.
Administrative approvals included an audit contract with Nunn, Brashear and Azale not to exceed $107,925; a delegation of authority to the county manager to enter leases of county property for terms of one year or less consistent with North Carolina law; and multiple routine budget reallocations and fee adjustments for EMS collections and Medicaid reimbursement collection fees.
The board scheduled two public hearings on economic incentives for “Project Istanbul” and “Project Bull” for 9:30 a.m. on May 20, 2025, in the Wayne County Courthouse Annex. Commissioners also heard an informational presentation on the county’s 2025–26 capital improvement plan from Davenport Financial Advisors but took no action on it at the meeting.
