Kwik Trip appeals continued to July 14 after applicant and opponent concur; councilmember recuses

Two appeals related to a proposed Kwik Trip site plan and conditional use (items 11c and 11d) were continued to the July 14, 2025, city council meeting at the applicants’ request.
Before the hearings opened, Councilmember Hancock announced she was recusing herself from discussion and votes on the Kwik Trip matter because she had participated in a related quasi‑judicial meeting. After the recusal, attorney David Foster, representing Kwik Trip, asked the council to continue both appeals to July 14 to allow additional community engagement and modifications to the site plan. The opposing party stated on the record that it consented to the continuance.
Councilmember Coombs moved to continue item 11c to July 14; the motion was seconded and approved. A separate motion by Coombs to continue item 11d to July 14 also passed. The public hearing was closed for each item and the continuances were recorded in the council minutes.
