- Direction to schedule public hearing on medical-waste disposal rates: The council directed staff to schedule a public hearing and return with requested disposal rates for medical waste (see separate coverage). Motion passed unanimously.
- Resolution: Amend Council rules of procedure (resolution amending r2025-3568). After discussion, the council adopted the resolution by a 6-1 vote (Councilor Kathy Clark voted no). The amendment clarifies formal and informal proclamation processes and adds a paragraph about initiating oversight inquiries; the attorney advised statutory reporting obligations supersede internal rules where applicable.
- Ordinance: Recognition of neighborhood associations (amendment to Keizer code sections 2-274 and 2-275). The council adopted the ordinance unanimously; the change modifies contact-information expectations and limits the size/format of written annual reports by neighborhood associations.
