County staff said the additional time is necessary because inclement weather and utility-relocation delays—factors outside the contractor’s control—trigger provisions in the Indiana Department of Transportation specifications that allow for schedule extensions.
Revised dates: staff reported the revised substantial completion date is Nov. 10 and the final completion date is Dec. 8. Commissioners and staff noted the work is phased and that traffic disruption will continue in sections described as near the Hornet’s Nest and later the Petersburg intersection.
Commissioner Gable moved approval; Commissioner Canterbury seconded. The board recorded votes of yes from Commissioner Gable, Commissioner Canterbury and President Elpers.
Staff comments during the discussion clarified that the project was expected to run late this year and that phasing will keep some lanes or intersections under work for the remainder of the season.
No change to contract value was discussed at the meeting.
