Eagan council agrees to winter maintenance on two newly built trail segments, defers two others

The Eagan City Council on May 13 agreed to include two newly built trail segments in the city's winter maintenance (plowing) program and deferred decisions on two additional new segments that do not yet connect to the existing trail network.
City staff presented four new-construction trail segments for the council's annual winter maintenance review, describing locations in the southeast and northern portions of Eagan and a currently under-construction Argenta Trail along the corporate boundary with Amber Grove Heights. Staff said none of the four segments were the result of petitioned requests that met the council's established criteria and that all are new-construction segments rather than replacements of existing plowed trails.
Council members and staff agreed the two northern segments that connect to existing trails and county Greenway facilities should be plowed in winter. By contrast, the council and staff expressed concern about plowing an isolated segment in the southeast (a trail along Dodd Road adjacent to the Parkside Circle development) because it does not yet tie into surrounding trail infrastructure and could encourage unauthorized vehicle use, according to staff discussion and council comments. A second segment near Lone Oak and Highway 55 also was deferred pending further review of whether it meaningfully improves access.
Why it matters: Winter plowing is a recurring operational cost for the city and the council prioritized continuity and connectivity when deciding which new segments to serve. The two segments approved for winter maintenance are part of existing multi-jurisdictional trail plans and, for one (Argenta), fall under a construction agreement with Dakota County that ultimately will shift plowing responsibility to the county when the Greenway segment is complete.
City staff described the four segments as follows: the southeastern segment (NC1) is being built by a developer as part of the Parkside Circle project and currently does not connect to an established trail; two segments near Lone Oak and Highway 55 include trail frontage near commercial parcels (Holiday Lane, Taco Bell/parking areas) and stretches of Lone Oak Road; and the Argenta Trail segment is under construction and will become part of the county Greenway. Staff told the council Dakota County has this corridor on its long-range CIP but has not scheduled construction in the near term for the gap south of Red Pine Lane.
Council response and next steps: Members said plowing an isolated, unconnected segment would not be a prudent use of funds and asked staff to revisit the southeast segment if adjacent properties are developed or if Dakota County advances a connection. For the Argent a/Greenway segment, staff noted the city will plow the trail while construction and Greenway work continues; Dakota County would take over plowing once its Greenway segment is complete. Council direction was to implement winter maintenance on the segments that meet connectivity and agreement criteria and to defer action on the isolated segments until further development or county planning occurs.
The council did not adopt a formal ordinance in this meeting for the trail items; staff will proceed based on the council's direction and bring further details back to future meetings if circumstances change.
