Duluth staff briefed councilors on a proposed three-year agreement with Campbell Productions to operate and manage the Park Point Beach House.
Staff said the beach house previously was managed by the Duluth YMCA until 2020, when the YMCA continued lifeguard services but stopped facility management. City staff took over management, increased usage, and then issued a request for proposals (RFP) to outsource management. Officials said Campbell Productions was the only proposer; staff described promoter Michael Campbell as experienced in staging Bayfront events such as Tribute Fest.
City staff described the financial terms: the vendor's firm would retain 80% of gross event rental revenues and the city would receive 20%; the city's expenses for management would be reduced and the net financial impact on the city is expected to be equivalent to the predecessor arrangement. Staff said revenues received by the city will be assigned to a restricted fund for reinvestment in the facility. Councilors asked whether public bathroom access during events will be maintained; staff said they would provide an answer to the council.
Councilors did not vote on the contract Monday; staff said they would correct an omission in the materials and provide further details on bathroom access and the financial attachment.
