The Isanti County Board acted on several planning and zoning items from the April 24 planning commission docket, approving an interim use permit to haul stockpiled black dirt off-site, amending an automobile-sales conditional use permit, and approving multiple final plats; two items were tabled for further review.
Interim use permit for mining/haul-off (Bradford Township): TK Wilderness requested an interim use permit to haul sand, peat and black dirt that had been stockpiled on a 65-acre parcel (approximately 12–15 piles, about 2,500 cubic yards). The application allows up to 10 truckloads per day, hours 7 a.m. to 7 p.m., Monday through Saturday, and the applicant requested the permit through Dec. 31, 2027. The planning commission recommended approval with 12 conditions and five supporting findings; the board approved the permit by motion (with the conditions and findings).
Amendment to automobile sales conditional use permit (Dalbo Township): Applicants Carl Nolting and Richard Sonstibi sought to amend a 1998 conditional use permit for an automobile sales business in the Rural Service Center District. The amendment allows up to 108 display parking spaces plus 18 customer/employee spaces (126 total), remodel of an existing 40-by-80 building into 16 office spaces (for multiple dealers), operation hours 8 a.m.–8 p.m. Monday–Saturday, and a new septic system. The planning commission recommended approval with nine conditions and five supporting findings; the board approved the amendment.
Plats and easements: The board approved the final plats of Maple Ridge Meadows, Pine Meadows Estates (three lots in Spencer Brook Township), and St. Joseph Junction (Bradford Township). For Gerard’s Acres (Jurads), the board approved the final plat with an additional condition to record a 33-foot easement along the east line of Lot 1 (to achieve a 66-foot total easement where required). For St. Joseph Junction, the board required recording a 66-foot-wide easement on Lot 6 to benefit Lot 7 as a condition at final recording.
Items tabled: The planning commission had a lengthy hearing on a rural-tourism (wedding venues) conditional use permit in Stanford Township; the item was tabled and will return to the planning commission (the record reflects extensive public comment). The proposal to amend the county’s cannabis ordinance to address cultivation in the Ag/Res district was also tabled to a planning commission subcommittee for further work and county attorney review.
Why it matters: Approvals authorize specific land uses (haul-off mining, expanded auto sales) and finalize developments that affect roads, septic and access easements. Tabling of the rural tourism and cannabis items reflects ongoing concern and a need for further study and legal review.
