Blaine council approves liquor license, commercial permits and EV chargers; ordinance amendment set for first reading

The Blaine City Council on May 5 approved a number of routine and development items including a new off-sale intoxicating liquor license, development conditional-use permits and electric-vehicle chargers. Most items passed with no substantive public opposition; one high-profile land-use request (a detached ADU) failed after extended debate and is covered separately.

Among the votes:

- Off-sale intoxicating liquor license for BKC Estates doing business as Naples Liquor and Wine, 3453 Lake Drive NE (agenda item 8.1). Clerk Sorensen reported the applicants met licensing requirements and the Blaine Police Department found no reason to deny the application. Council opened and closed the public hearing with no public testimony and approved the license. Motion: moved by Councilmember Newland, second by Councilmember Robertson; outcome: approved.

- Conditional-use permit for a specialized athletic training facility and associated chiropractic/acupuncture offices at 10044 Flanders Court, Suite 100 (agenda item 8.2). Assistant Community Development Director Sheila Selman said the proposed tenant would occupy 3,900 square feet of an existing I1A building, meet parking and setback requirements and generate no anticipated traffic increase; no public comments were received. Motion: moved by Councilmember Newland, second by Councilmember Fleming; outcome: approved.

- Conditional-use permit amendment for an addition to The Goddard School at 12612 Ulysses Street (agenda item 9.2). Staff reported the 8,522-square-foot addition met applicable design and landscaping standards and the Planning Commission recommended approval with conditions. Motion: moved by Councilmember Robertson, second by Councilmember Newland; outcome: approved.

- Conditional-use permit for six direct fast (Level 3) electric-vehicle chargers and a zero-lot-line shared drive at the corner of Naples Street and Powerville/Powerfield Road (agenda item 9.3). Staff said the canopy, masonry supports and landscaping met standards and the Planning Commission recommended approval; no public comment was received. Motion: moved by Councilmember Newland; outcome: approved.

- Ordinance amendment for legalized gambling code section: staff recommended aligning the city code with state statute by lowering the minimum age for employees of charitable gambling organizations from 21 to 18 and adjusting permit-term language; council gave the ordinance its first reading (ordinance 205-2576). Motion: first reading approved on council vote; outcome: ordinance at first reading stage.

- Consent agenda and routine items: The council approved the consent agenda at the start of the meeting with no separate discussion.

Procedure and votes: For most items the council opened the required public hearings, heard no public testimony, and approved staff recommendations. Where roll call was requested and recorded, the clerk documented unanimous or majority voice votes as “motion prevails” in the official record.

What’s next: Items approved under conditional-use permit and building additions will proceed through permitting and inspection processes; the first-reading ordinance will return for a second reading and final adoption on a future agenda. The separate, contested ADU request failed and the council directed staff to return ADU policy and conditions to a workshop for additional review.
