Kissimmee planning board approves PUD amendment to allow airport-focused hotel, dormitories and university uses

The Planning Advisory Board on Wednesday approved a planned unit development amendment that renames the Dyer Thacker Commerce Park PUD to the Kissimmee Airport Commerce Park and adds or clarifies allowable uses on about 22 acres encompassing seven parcels.
City planning staff said the amendment is intended to align the PUD with the Kissimmee Gateway Airport master plan and to permit airport-dependent hotel and motel uses (restricted to Parcel E), dormitories and college or university facilities on selected parcels. "This amendment will rebrand the name of that PUD to the Kissimmee Airport Commerce Park to further emphasize the strategic vision," planning staff member Brenda said, adding the change responds to the airport master plan and the city-owned status of the parcels.
The amendment includes occupancy controls intended to limit long-term stays. Under the proposal, up to 30 percent of hotel rooms may be authorized for stays longer than 30 nights but no individual may occupy those rooms for more than 60 total days. The ordinance text further states that if a dormitory is constructed on Parcel E, then occupancy for units on that parcel would revert to the standard 30-day hotel/motel limit. Staff said building restriction lines and runway protection areas informed which parcels could host colleges or university uses.
Planning staff noted that other previously approved PUD development standards — setbacks and design standards adopted in 2010 — remain unchanged. Staff also told the board the Kissimmee Gateway Airport master plan update was approved by the Federal Aviation Administration on 01/03/2024 and was presented to the City Commission on 04/16/2024.
Board members asked whether the city would sell parcels or lease them; staff responded these would be offered as lease space. One member asked whether parcel boundaries or the heterogeneous nature of the parcels had been considered for splitting into separate PUDs; staff said the parcels were already delineated and that city ownership made a single PUD administratively simpler.
A motion to approve the PUD amendment carried on a voice vote. The motion was made by a board member (name not specified in the record) and seconded by Diana, Planning Advisory Board member. No opposing votes were recorded on the transcript.
Board members and staff also discussed site planning and multimodal access; one member urged that any future hotel be walkable to the airport and observed that Osceola High School's hospitality program could provide internship opportunities if hotels are developed near the airport.
The board's approval authorizes the staff-recommended revisions to allowable uses and occupancy limits within the PUD; further site-specific development approvals, leases and building permits will be required before construction begins.
