Kristen Cooper, controller at the Juvenile Justice Center, and Stacy Pointer, chief probation officer, said the grant would provide $80,000 over two fiscal years ($40,000 per year, paid up front if awarded) to support 5 Star Life, a diversion program the center said has worked with low‑risk youth for the past three years.
Cooper said the program serves youth with issues such as habitual truancy, running away from home, ungovernable behavior in the household and minor delinquent acts; it focuses on diversion and reducing recidivism. She said the grant is not a reimbursement grant and would provide funding up front if the county is approved. Cooper confirmed the grant requires reporting of program outcomes to the Indiana Criminal Justice Institute.
Commissioners approved permission to apply for the grant. Staff said the award would cover program costs without county matching funds.
