Lincoln County commissioners approve self-insurance for paid family leave, routine warrants, hires and equipment purchases

Commissioners also approved multiple warrants and payrolls, hired a conditional patrol officer and approved a package of vehicle purchases and recording equipment for county meetings.
The paid-leave action was presented as a cost-control and service-speed measure: the treasurer said the county currently sends roughly $56,000'$60,000 a year to the state and that in-house administration would keep funds in county accounts, speed claims processing and allow local control of eligibility decisions. On finance the board approved accounts payable warrant No. 51 in the amount of $203,081.25 and accounts payable warrant No. 53 in the amount of $221,082.69; payroll warrants 2025-8 ($285,985.54) and 2025-9 ($277,697.36) were approved. The minutes of the April 15 meeting were approved by voice vote (3-0).
Personnel and equipment votes included a conditional hiring authorization for a patrol officer, Brandon Mashuba (motion approved 3-0); a payment authorization to Key Auto Newcastle for three replacement Dodge Durango vehicles totaling $113,273 (approved 3-0); and approval of a bid award to Quirk Ford (Augusta) for a 2025 Ford Police Interceptor in the amount of $45,520 (approved 3-0). The board tabled one bid package for further review and later approved a Cork Auto Group bid for additional patrol/supervisor vehicles.
The commissioners also approved two Coastal Counties "ASK" grants: $5,000 to the town of Bremen to fund a consultant cost-benefit analysis for a townwide Internet-access program, and $5,000 to Waldoboro for a Yellow Book appraisal review of the former Sylvania site to support future federal funding applications. Both grants were approved 3-0.
Other voted items: disposal of an out-of-service command trailer and an ambulance (authorized to be posted to the county's online auction), purchase authorization of a $5,895 utility trailer as an accessory to a recently acquired Sprinter van (approved 3-0), and approval of a proposal from LCTV to outfit the commissioners' meeting room with cameras, microphones and technician support for livestreaming (approved 3-0). The board also approved out-of-state travel and associated expenses (approximately $6,900) for three public-safety staff to attend a station-design conference in Glendale, Arizona.
