Commission approves several LLP/POE permits, including outdoor amplified sound applications

At its May 6 meeting the San Francisco Entertainment Commission approved a set of permit applications on the consent and regular agendas, clearing several venues to host indoor live entertainment and, in two cases, limited outdoor amplified sound subject to staff conditions.
On the consent calendar commissioners approved two indoor LLP permits: Quito's (200 Cap Street) and Mastro's (399 Geary). Staff reported no opposition from neighbors or added conditions from SFPD other than standard calendar conditions for Central Station, and the consent calendar passed unanimously.
On the regular agenda the commission approved: After Work Bar (409 Goff Street) for an LLP that includes outdoor amplified sound at the front of the business for prerecorded music, sporting events and limited karaoke (requested outdoor hours Mon–Fri 4–10 p.m.; Sat–Sun 10 a.m.–10 p.m.). Staff set an internal sound limit and educated the operator on how to monitor outdoor sound at 50 feet from the property plane. The applicant representatives were Monica Diaz (district manager) and general manager Samuel Mustafa.
High Tops (2247 Market Street) was approved to convert its existing jam permit to a limited LLP that includes outdoor amplified sound at the front of the business between 10 a.m. and 10 p.m. (not to exceed six hours per day). Staff explained Article 29 measurement protocol applies to outdoor sound monitoring and set an internal limit accordingly. Owner Jesse Woodward told commissioners the business has operated for more than a decade and added a phone number and signage to improve neighbor communication since receiving a citation in March; inspectors have since found it in compliance under daily permits.
Endgames Improv (2989 Mission Street) was approved for a place of entertainment (POE) permit to allow later performances at a small comedy theater; owner Scott Meyer said operations will remain largely the same and staff received no opposition during outreach.
All motions to approve on consent and regular items passed on unanimous voice votes with President Ben Bridal, Vice President Wong, Commissioner Davis and Commissioner Perez voting "Aye." Staff reiterated that operators must comply with set sound limits, post contact information for neighbors and follow up with commission staff on implementation and monitoring.
