Staff framed the request: "Between June 2024 and April 2025, we received 10 sound complaints, but none were substantiated," a staff member told the commission, and inspectors found the lone entertainment occurrence — March 15 — to be operating at compliant levels. The amendment approved by the commission allows indoor entertainment Tuesday through Friday from 4 p.m. to 11 p.m., and Saturday and Sunday from 11 a.m. to 11 p.m.; Mondays would have no entertainment hours.
Owner Hugo Gamboa told commissioners he took full ownership in late June 2024, remodeled the restaurant and replaced large speakers with smaller background speakers, and "spent upwards of 20, almost $30,000 in redoing the sound and reengineering it." He described using QuietRock drywall and Tectum sound boarding in parts of the space. Gamboa said he plans to book more live music and to monitor sound regularly: "I'm not ... I don't intend to to run it past 11:00 on those nights unless we have ... unless we pull a permit," he said.
One neighbor, Jeff Mojonet, who identified himself as living at 2125 Union Street, told the commission he has previously been able to hear strong bass from Brixton and asked operators to keep doors closed and limit outdoor speakers. Commissioners cited the commission's Good Neighbor Policy, which requires doors and windows to be closed during live entertainment, and said they had seen improved compliance since the change of ownership. Commissioner remarks praised the owner for outreach and encouraged ongoing real‑time communication between operators and neighbors.
The motion to approve the amendment passed on a voice vote with President Ben Bridal, Vice President Wong, Commissioner Davis and Commissioner Perez recording "Aye." Staff told the owner to follow up with staff for next steps and ongoing compliance checks.
