Committee forwards Dogpatch–Northwest Potrero Hill Green Benefit District renewal to full board

The Government Audit and Oversight Committee on May 15 forwarded to the full Board of Supervisors a resolution to renew and modestly expand the Dogpatch and Northwest Potrero Hill Green Benefit District (GBD).

Percy Birch, legislative aide to Supervisor Walton, and Donovan Lacy, acting executive director of the Green Benefit District, presented the renewal. The proposal would extend the district’s term from 10 to 15 years, expand its boundaries modestly, and increase the annual assessment revenue projection to $882,000 to fund ongoing maintenance, gardening, trash removal, graffiti abatement, power washing and capital improvements to green public spaces.

Lacy told the committee the GBD oversees more than seven acres of green space after multiple projects; he said the district has leveraged about $5,000,000 in assessment dollars to secure more than $16,000,000 in public and private funds. He said petitioning yielded approximately 280 yes petitions and 32 no petitions, with a strong weighted average of support. The presentation noted that the average small property owner in the district pays less than $300 per year in the assessment.

The resolution before the committee would approve the management district plan, the engineer’s report and the proposed boundaries map, and set a public hearing before the Board of Supervisors sitting as a committee of the whole on July 22, 2025 at 3:00 p.m. Presenters said the district contracts with local vendors for landscaping and coordinates events and activations with neighborhood groups and city agencies.

The committee moved to send the item to the full board as a committee report with a positive recommendation; the clerk recorded three ayes and the motion passed. The item will be scheduled for Board consideration on May 20, 2025.
