Select Board recommends zoning and mobile-home ordinance changes for June warrant; members debate moratorium timing

On April 29 the Town of Wayne Select Board voted to recommend that two ordinance amendments — an amendment to the Town of Wayne zoning ordinance and an amendment to the Town of Wayne Mobile Home Park, Recreational Vehicle Park and Campground ordinance — be placed on the June town warrant.

Shannon told the board the planning board held a public hearing on the changes and then forwarded a recommendation to the Select Board after the committee and planning board worked through edits and attorney review. The motion presented to the board asked the Select Board to recommend enactment of both amendments so they appear on the warrant for the town meeting in June.

Board members approved the motion by roll call. Shannon said the documents in the packet still show revision marks and asked that clean, unmarked copies be posted with the other warrant materials prior to town meeting; the board agreed to make printed copies available at the town office for residents to review.

Board members and residents then discussed how placing the amendments on the warrant affects an existing moratorium related to land-use ordinance deficiencies. Resident Chip said putting the ordinance on the warrant could be treated as having addressed the moratorium's issues; other board members noted the new ordinance will not take effect until voters approve it at town meeting and that the moratorium’s “natural death” date is July 2 unless otherwise acted on. Shannon and board members agreed to leave the moratorium in place until either town meeting action or the moratorium’s expiration, and to clarify timelines publicly.

Shannon said the town will post the warrant and materials prior to the town meeting and will provide redline and clean handouts at the meeting, as is customary. The board took no further substantive changes at the session beyond approving placement on the warrant.
