District administrators presented the proposal as a response to multi-year enrollment declines. Dr. Sanchez, speaking for the administration, cited historical figures showing kindergarten-through-4th-grade enrollment at about 2,686 students in 2012–13, falling to roughly 2,511 after the Cargill plant closure, dipping to about 697 in 2023 and to about 425 for the same grades in 2024–25. "In today's educational environment, you evolve or you become irrelevant," Dr. Sanchez said during the presentation.
The administration said the reconfiguration is intended to concentrate early childhood instruction — including a public, fee-based 3-year-old program, full-day pre-K and preschool classrooms — on the South campus, allowing Central and North to focus on grades 2–4 with a heavier emphasis on early-grade literacy and numeracy. The proposed early learning center would house pre-K, a 3‑year-old paid program (open to district employees first, then to the public as space allows), dual-language classrooms, and special-education inclusion services.
