The Eagle Pass Independent School District board voted May 13 to award proposal number 252103 to Hiller and Son for a track parking lot and sidewalk addition at Eagle Pass High School, accepting a low bid of $253,793.50.
The contract covers an additional parking area that will add about 28 spaces (bringing the new total to roughly 60), landscaping required by the City of Eagle Pass, and a sidewalk along Antonio Garcia Street adjacent to the site. District staff said the city required landscaping as part of the permit and will take over maintenance of public sidewalks once constructed.
Facilities staff recommended Hiller and Son after reviewing three proposals received in April; presenters said other bids were incomplete and the recommended contractor had prior experience and a complete proposal. The project was described as part of the broader work tied to the new synthetic turf field and related site improvements.
Trustee Tom Gonzalez made the motion to award the proposal; Trustee Jaime Barrera seconded. The board recorded two abstentions by Trustees Christopher Hiller and Morris Lipson; the motion carried with the remaining trustees voting in favor. The administration was delegated authority to make related budgeted purchases under board policies CH and CV and to amend the budget to include project costs.
“Once the field was added into the contract ... there were some few pieces of the scope of work that the district wanted to pursue and the city wanted us to pursue,” a district representative said, describing the parking and sidewalk additions.
The board approved the award during the action‑item portion of the meeting after the facilities presentation and a brief exchange about whether the sidewalk — once built — would be the city's responsibility for maintenance. The district will proceed with the scheduled work and incorporate the contract cost into the approved capital projects budget.
