Staff reported to the Public Service Commission that the moderate-income work group met multiple times and that many of the moderate-income offerings remain in early stages with limited data.
Dylan Voorhees and OPC presented analysis of U.S. Census and Empower baseline survey data arguing that moderate-income households in multifamily buildings have low shares of high-efficiency equipment and limited awareness of existing programs. "We believe Empower can do better by developing specific targets to meet moderate-income customers living in multifamily housing," Voorhees said.
OPC and Maryland Energy Efficiency Advocates suggested the commission direct utilities to conduct a market-characterization study to identify building ownership type, HVAC and hot-water systems in units, subsidy status, and other attributes needed to design effective multifamily moderate-income offerings. Staff and BGE noted existing moderate-income offerings in utility programs and said they could contribute results for the General Assembly report.
Commissioners asked staff to reconvene the work group and produce a more detailed response to earlier suggestions; the commission gave a July 1 statutory filing deadline for the General Assembly and requested the work group return with a revised report by mid-June to allow staff time to compile the statutory submission.
No formal vote was held; staff will reconvene the work group and collect additional data and recommendations for the July filing.
