Dan Hurley, staff, told commissioners the UPM is intended to be a living document with periodic updates as program details and incentives change.
Stakeholders asked the commission to set firm near-term deadlines for two specific follow-ups. Dylan Voorhees, representing the Office of People—s Counsel (OPC), recommended completing a heat-pump water heater version of the UPM by Aug. 15 and updating the HVAC manual to incorporate electrification and fuel-switching provisions by Oct. 15, 2025. Voorhees said utilities appear to be planning to design electrification offerings individually and then harmonize them later; he argued the reverse ———that a coordinated template first will promote uniformity.
Staff described the work group—s plan to share the UPM with contractors and distributors so they have access to current editions. Dan Hurley said the work group seeks commission direction to approve using the residential midstream HVAC UPM as the template for subsequent manuals.
Contractors and utilities responded. Sean Maloney, president of HACC (a trade association representing HVAC contractors), urged that the manual be practical for on-the-ground use and asked to be included earlier in future rollouts. Eric Levko, representing Morgan Electric, asked whether the manual must be formally approved by the commission before utilities use it as a template.
Commissioners asked for clarity about what the present vote or action would be. Commission staff and OPC said the content of the filed UPM was broadly consensus and recommended that the commission approve the document "as is" to allow stakeholders to use it as a template, while directing near-term deadlines to keep subsequent work on schedule.
The work group report includes an explicit expectation that utilities provide a public link to the UPM and that the manual remain editable as implementation details evolve. Commissioners did not adopt a formal order during this meeting; they asked staff to return with clear next steps and timelines.
What happens next: Staff will bring back a recommended action and schedule. OPC and several contractors urged the commission to set the suggested Aug. 15 and Oct. 15 deadlines to keep the manual and related electrification work moving.
