Staff recommends denying exception for Leon Reserve Phase 2 over emergency‑access concerns; Meadow Lake plat to include Temple ISD site

Planning staff told the Temple Planning and Zoning Commission on May 5 that two adjacent developments — Meadow Lake (preliminary plat) and Leon Reserve Phase 2 (final plat) — both front on Highway 93 and that the Leon Reserve applicant is seeking an exception to allow more than 300 lots.
Bridal Chandler said TxDOT required a traffic impact analysis (TIA) for the projects and that the developers have agreed to implement the TIA recommendations. Despite the TIA, Chandler said staff recommended against granting the exception for Leon Reserve to exceed 300 lots “just from a emergency vehicle access perspective,” noting that the project’s only accesses would be along Highway 93 and that the two widened entrances would be within about 500 feet of each other.
Chandler explained that those two entrances, as configured, would likely leave no other immediate access into the neighborhood until a future street connection to Highway 95 is built, which would require additional property development. She said the fire marshal, Lanny Sizer, attended the work session and was available for questions.
Staff also described Meadow Lake as a larger mixed‑use development that would include a Temple Independent School District (TISD) site centrally located in the development. Developers from WB and other applicant representatives were present for both items and indicated they would present slides; the transcript records staff recommendations and that the applicant will present but does not record a commission vote on the exception request or on either plat.
