Marion County approves up to $12 million agreement with Washington County for juvenile detention beds

Marion County commissioners voted Wednesday to approve an intergovernmental agreement with Washington County that guarantees 16 juvenile detention beds and provides juvenile detention services in an agreement not to exceed $12,000,000, effective July 1, 2025, through June 30, 2028.
Troy Gregg, Marion County juvenile director, described the partnership as an opportunity to expand services and noted prior positive feedback from neighboring counties. He said Marion County has previously partnered with Clackamas County and that the Clackamas judge had praised Marion County’s juvenile services.
Commissioners praised staff work on the agreement and described the partnership as beneficial for county youth and public safety. The motion to approve the incoming funds agreement was moved and seconded; the board approved it by voice vote.
Gregg said the county has received compliments about its juvenile programs and expects the Washington County partnership to be similarly positive. He described the work as focused on helping youth succeed in the community and on public-safety goals.
The agreement includes a not-to-exceed funding cap of $12 million and guarantees 16 detention beds for Washington County during the three-year term. Commissioners did not discuss line-item budget detail or per-diem costs during the public presentation; those specifics were not provided at the meeting.
The board approved the motion by voice vote; the chair announced the motion passed.
