The Tigard City Council voted unanimously to declare the city‑owned property at 13001 Southwest Gallon Court surplus and authorized the city manager to take steps to market and sell the parcel.
City staff said the property, purchased by the city in February as part of a settlement related to the Kruger Creek capital improvement project, includes a residential structure the city no longer needs now that the stream stabilization and erosion work is complete. Staff estimated annual upkeep at about $9,840, paid from the city’s facility operating budget; costs include property management, mowing, higher insurance premiums for an unoccupied structure and utilities used for storage.
Staff explained the property has been used for departmental storage and by community groups (for example, library volunteers stored books there), and that the city plans to issue a request for proposals to retain a local realtor to market the parcel. The property was purchased with utility funds and staff recommended selling it on the open market and returning the proceeds to the utility fund that originally paid for it.
Councilors asked about ongoing costs and whether the city should consider restrictions or set‑asides for affordable housing. Staff said an affordable housing entity could bid, but the staff recommendation is an open‑market sale to achieve the best price and restore funds to the utility fund. The council moved and adopted Resolution No. 25‑16 declaring the property surplus.
