Planning commission approves residence and recreation building at 989 West Grafton Road with overlay-zone conditions

The Rockville Planning Commission on May 13 approved two related permits for property owner Justin Mabey at 989 West Grafton Road: a principal residence and a recreation (rec) building.
The commission found both applications complete and concluded they comply with the Residential Short-Term Rental Overlay Zone (chapter 8.19) and open-space requirements (chapter 8.14). The rec building will be the only accessory building on the property permitted to have inside plumbing and is intended for sports, movies and gatherings auxiliary to the residence; the applicant said there is no intent to add sleeping quarters in the rec building.
Commissioners reviewed technical issues including septic and community water arrangements, grading and fill, spacing between buildings (the plans were revised to ensure a minimum 10-foot separation per fire-marshal requirements), pond design and public-safety considerations around the pond, parking and fire-suppression water supply (on-site tanks and fire-department authorized pond use), and light trespass. The applicant said the proposed community water system will be built and tested and that easements to support a community system would be recorded if parcels are later sold.
The commission also discussed the overlay agreement with the town (July 2018) that previously allowed an accessory building with bedrooms and bathrooms; the rec building with inside plumbing will replace that prior allowance for bedrooms/bathrooms consistent with the applicant’s agreement. Commissioners reminded the applicant to minimize light trespass and consider landscaping to shield cliff faces. They also noted that a separate pool permit will be required if a pool is constructed and that pond safety and elevations will be recorded as part of the permit package.
Both motions (residence and rec building) passed by roll call vote. Commissioners asked staff to archive clearer plan zooms showing compliance with separation and elevation dimensions.
