Planning commission approves demolition permit for damaged house at 101 East Main

The Rockville Planning Commission on May 13 approved a demolition permit application for the Garcia Sant (owner listed as Paul Bracken) property at 101 East Main Street.

Paul Bracken, who identified himself as the property owner, said engineering assessments recommended demolition after an accident partially blew away walls and damaged the foundation. He told the commission the Division of Air Quality required town acknowledgement to allow abatement and demolition work to proceed, and that asbestos had been found in vinyl flooring and a ceiling and would be abated by a licensed company.

Commission discussion focused on logistics: dust suppression, water access for pre-watering, start times and road access. The applicant and staff discussed coordinating with the Rockville Pipeline Company and Rob Snyder, the water-company contact, to arrange temporary water for dust control. The applicant said tenants would have until the end of May to remove belongings and the project would proceed once insurance and engineering were finalized.

The chair moved to approve the application as complete and in compliance with Rockville Land Use Code chapter 1.11 and the Rockville General Plan, noting the county and state demolition and asbestos regulations would apply and must be followed. Jane seconded; the roll call vote was unanimous.

The commission recorded that the applicant must comply with asbestos testing and disposal requirements and with solid-waste permitting and that work would be coordinated with the town’s water provider to control dust during demolition.
