During public comment, a resident who said he had served previously on the planning commission urged Mount Pleasant leaders to revise development and subdivision codes and strengthen inspection and warranty requirements for developers.
The commenter said a recent lot split and associated subdivision work near his home lacked a prepared plat and omits required elements he cited from the city code (licensed-surveyor plat map, monumentation, street, sewer and drainage standards). He said planning and zoning commission members approved an application without a plat and that the developer did not complete expected infrastructure work, leaving new sidewalks and road patches that are already showing settlement and cracking.
The speaker recommended the council require developers to provide a warranty period with retained funds or an irrevocable line of credit (rather than a surety bond) and to improve compaction testing and on-site inspection frequency. He also said the city lacks consistent survey control monuments. Council members said planning commission and staff are working on code updates and acknowledged the need to streamline and modernize subdivision and development requirements.
Council did not take immediate action on code changes but indicated staff and planning commission will continue work to update ordinances and address development-inspection processes.
