Council to send letters, approve youth service project after flooding, culvert concerns

Council members explained that changes over time had left smaller culverts in place and that an 18-inch or 12-inch culvert in one section was not adequate for heavy runoff. The council discussed opening an open ditch and noted that responsibility for culvert installation and size is often unclear in the records.
Council agreed to draft and send letters to property owners along the affected road reminding them not to block or fill ditches because the gutters and ditches are part of the town’s flood-control system. The council discussed digging out a box section to access a larger culvert and said staff would develop a plan with the public works crew.
The council also approved a youth service project request for July to clear the Canyon Road ditch. Amanda said a group of roughly 20 youths will perform a service project; the council moved and seconded approval and voted in favor. The project is expected to concentrate on clearing woody vegetation and debris to improve flow and reduce flood risk ahead of summer storm season.
Councilmembers said if culverts are present and undersized, they will require property-owner cooperation to replace or enlarge them; the town indicated it will maintain the open ditch and require owners to coordinate culvert work with the town.
