Cleveland planning and zoning commission elects Lowell as chair after member announces retirement

The Cleveland Town Planning and Zoning Commission voted May 7 to select Lowell as its new chair after a commissioner announced an upcoming retirement and a related staffing conflict.
A commission member announced they are retiring from the State of Utah and that accepting the commission stipend would jeopardize their state retirement; the town has received a resignation letter effective May 31. Commissioners discussed the committee ordinance and agreed the commission should forward its selection to the town council for formal approval.
A nomination and second were made for Lowell to serve as chair; Lowell accepted. Commissioners voted in favor by voice vote and congratulated him. The commission recorded that, per the ordinance, the commission selects its officers but that council appointment or confirmation is appropriate; the commission will ask the town council to place the appointment on its agenda.
During discussion, commissioners said the committee ordinance could use clarification about the appointment process; one commissioner said the ordinance states the council appoints a five-member committee and that the committee chooses its own chairman. The commission agreed to notify the council of its selection.
Other formal business at the meeting included approval of the previous meeting’s minutes (motion by Tyler Rowley, second by Nancy Livingston; one abstention by a member who was not present at the earlier meeting) and a motion to adjourn. The commission adjourned after the vote.
