Dr. Brandon Carpenter told the board the district received multiple bids; one low bid was about $9,000 cheaper but was disqualified for not meeting bid qualifications. Carpenter recommended awarding the contract to Davis Brothers for the base bid of $333,400.
Steve Walsh, speaking on contractor qualifications, said Davis Brothers “have always been very responsive to come back and make any corrections and any leaks or anything like that.” Walsh described the firm as experienced on district projects and responsive to warranty work.
Tony Garland moved to award the Davis Brothers contract; the motion passed on a roll-call vote with all board members voting yes.
Following the award, the board considered a motion to give Dr. Carpenter authority to approve subsequent roofing projects without returning each contract to the full board, provided the contracts meet criteria the board described: lowest qualified bidder, meeting finance and architect qualifications, and consideration of prior work with the district. The board voted to grant that discretion; members recorded yes votes on the roll call.
Staff noted that FEMA and insurance-funded work must be kept separate in paperwork and that the director’s delegated authority applies specifically to roofing projects and the criteria the board outlined.
