Council creates Development & Building Advocacy subcommittee to help residents, builders navigate permits

Multiple developers and contractors described stop‑work orders and unclear review expectations; residents reported poor communication about violations and appeals.

Subcommittee goals (as described at the meeting): - Produce practical, user‑facing checklists and FAQs that spell out required documents for common permit types (plats, development plans, residential permits), and make those forms consistently available to applicants. - Conduct a code‑diagnostic of development ordinances to identify conflicts, ambiguities and hidden requirements and propose cleanups. - Serve as a proactive point to gather recurring problems and recommend process changes to staff and council — not to replace staff or adjudicate permits.

Structure and next steps: Councilmember Benfield moved to create a three‑member subcommittee consisting of Councilmember Benfield, Councilmember Owen and Councilmember Roberts; the motion was seconded and passed unanimously. The council asked the three members to meet with the new city finance/administration team and city manager, refine the subcommittee’s scope and return to council with a refined resolution at the next meeting. The council set a one‑year sunset review to determine whether the subcommittee remains necessary.
