Council awards Montebello Boulevard paving contract to Toro; project to add medians, ADA improvements

The Montebello City Council voted unanimously to award a construction contract for the Montebello Boulevard paving project to Toro, the lowest responsive bidder, after a staff presentation on project scope and schedule.
Public Works Director Cesar Roldan described Montebello Boulevard as a major arterial used by local and regional traffic and said the work will include pavement replacement, center medians with landscaping and Americans with Disabilities Act enhancements at intersections.
"The finance director keeps looking at me and telling me to spend the money," Roldan said, noting the city must move forward on projects or risk losing allocated funds. He said the city advertised the project, reviewed bids, checked references and determined Toro to be qualified to perform the work.
Roldan told council staff aim to begin construction in July, depending on contractor availability, and to complete the work by March 2026 with closeout in April 2026. He said coordination is already planned with other nearby projects — including the grade separation work on Los Angeles Avenue — and that staff will meet with businesses and residents to minimize disruptions.
Councilmembers asked about continuity with existing medians and the projectapproach to lane closures. Roldan said crews will work lane by lane, maintaining at least one open northbound and one open southbound lane, and that the work will require coordination for trenching and irrigation for landscaping.
Councilmembers moved and seconded approval, and the measure passed on a roll call vote.
The contract award authorizes the city to enter a construction agreement with Toro and tasks Public Works with sequencing, outreach to affected businesses, and coordination with other infrastructure projects in the corridor.
