The Kodiak Island Borough Planning and Zoning Commission reviewed Resolution FY2025‑05 (Case 25‑011) at its May 14 work session. The resolution contains draft amendments to Title 17 that define pet‑related uses (for example, pet grooming, pet retail, and pet boarding) and place those uses in zoning districts either as permitted uses or as conditional uses. The commission will consider the resolution at its regular meeting the following week.
Development director Chris French Cooney explained that the draft code does not create a separate "daycare" use; instead, staff proposes that a pet boarding facility cover both overnight boarding and daytime care. "When we say a pet boarding facility, that would include overnight as well as keeping them for a portion of the day," French Cooney said. He added that the commission has inserted more detailed standards for pet boarding facilities into the conditional‑use section at the commission's direction.
Commissioners asked whether the proposed approach would accommodate businesses that want to expand (a staff member cited Blueberry Hill Pet Hotel as an example seeking to add services). Staff responded that because pet boarding is listed as a conditional use in most zones, the commission can add site‑specific conditions or deny permits if standards are not met. If commissioners or members of the public have concerns about traffic or other impacts, those can be addressed through conditions attached to a conditional use permit.
The commission did not take a final vote on the resolution at the work session; staff said the resolution mirrors the language that would be included in an ordinance if the assembly takes up the matter. A public hearing and formal recommendation or vote will be scheduled at the regular meeting on May 21.
