Council approves RAP cultural committee recommendations; committee asks council to enforce deadlines and stricter reporting penalties

Summit County Council on May 14 approved the RAP cultural committee’s 2025 grant recommendations after committee chair Sharon Hansen summarized the season and asked the council to tighten enforcement of application deadlines and financial reporting requirements.
Hansen told the council the committee received 31 applications (four new applicants) seeking about $2,000,400 while available funds totaled $1,656,000; the committee funded 26 organizations and withheld 10% of the allocations for four organizations that submitted late materials or late financial reports (the committee’s report lists Kimball Arts Center, Park City Singers, Park City Performing Arts and Park Silly Sunday Market). Five applicants were denied for reasons summarized in the committee’s report: Casey and Charlie Lecture Lounge (found not to fit program parameters), Sundance (committee said its application lacked specific detail about local impact and commitments), Utah Chinese Organization (incomplete application with inaccurate dates/locations), Historical Park City Association (determined to fit restaurant-tax parameters rather than RAP cultural) and Song Summit (funding would have been used for scholarships, which the RAP cultural policy prohibits).
Hansen said the committee works from three policy documents and is committed to consistent enforcement; she requested the council consider a policy change so that applicants who miss financial reporting deadlines after receiving prior grants would be disqualified from the next round until reports are filed. Councilmembers and staff discussed where in county policy and procedures those enforcement provisions currently exist; staff confirmed the deadline and reporting requirements are published on the grant web page and in the applicant contract and said enforcement steps (including withholding eligibility) already exist, though administrative practices around reminders have changed.
Councilmembers thanked the committee for its work and supported the committee’s request to reduce administrative reminders and encourage greater applicant responsibility. The council approved the RAP cultural committee’s recommendations as presented.
