San Antonio City Council formally canvasses May 3 election, sets runoff timeline

San Antonio City Council on May 14 approved an ordinance to canvas the May 3 general election and adopted the timeline for the runoffs, after City Clerk Debbie Rockassiter presented the official canvassing report.

Rockassiter told the council the election was ordered on Feb. 7, 2025, and that early voting began April 24. She said, “Total number of votes cast, including provisional and overseas ballots, was 102,300 out of 837,000, 297 registered voters, which was a 8.18% voter turnout.” The clerk also presented an official tabulation that listed 101,150 total votes with 1,150 undervotes; the clerk attributed the tabulation numbers to the elections office report she received the day before the meeting.

The canvass declared multiple winners who, according to the clerk, are elected to four-year terms beginning June 1, 2025: Jalen Mickey Rodriguez (Place 2), Phyllis J. Villagran (Place 3), Edward Munguia (Place 4), Terry Castillo (Place 5), Marina Adorete Gabito (Place 7) and Mark White (Place 10). The clerk said Mayor and several council seats will go to runoffs where no candidate received a majority.

Runoffs the clerk identified include: - Mayor: Rolando Pablos (16%) and Gina Ortiz Jones (27%). - Council District 1: a candidate with 48.90% and Patty Gibbons (17.78%); the clerk—s spoken report did not clearly record the leading candidate—s name in the transcript. - Place 6: Kellyanne Gonzalez (19.71%) and Rick Galvan (19.37%). - Place 8: Ivelisse Mesa Gonzalez (40.37%) and Paula McGee (22.2%). - Place 9: Angie Taylor (35.58%) and Misty Spears (38.01%).

Rockassiter said early voting for runoffs will be May 27–June 3 at 30 early voting sites citywide and that election day will be June 7 with polls open 7 a.m.–7 p.m. She said Bexar County elections officials are expected to provide runoff results to the city clerk by June 17 and that the council would canvass the official runoff tabulation on June 18; the clerk also said an inauguration ceremony for the 2025–2029 council will occur June 18. The clerk reminded the dais and the public of the Texas Open Meetings Act timing requirements related to a second meeting scheduled for 2 p.m.

After the clerk—s presentation, a councilmember moved to approve the proposed canvassing ordinance and the runoff timeline and a second was recorded. The motion carried; no roll-call vote tally was read into the transcript. The clerk recommended adoption of the proposed canvassing ordinance, which was prepared by the city attorney—s office.

The council also noted that officers elected outright will take office June 1, pending the canvass, and that members declared elected will be sworn in at a later ceremony. At the meeting a member-elect was invited to the dais to be sworn at the appropriate time; the clerk repeated the standard oath of office language for council members.
