Committee approves consent items: LAHD environmental review agreement, data-dashboard amendment, and report on corporate-owned homes

The Housing and Homelessness Committee took three items on consent and approved them as amended on May 14.

Item 1 authorizes the Los Angeles Housing Department to enter into an agreement with the Housing Authority of the City of Los Angeles (HACLA) for environmental review services to ensure compliance with federal and state requirements for vouchers and publicly funded housing.

Item 6, a motion introduced by Council member Corrado and co-sponsored by another council office, directs the Chief Legislative Analyst (CLA) to identify data‑collection gaps across city programs that serve people experiencing homelessness and recommend improvements. Council member Corrado offered a friendly amendment that the CLA report include recommendations for making anonymized aggregate data and analysis publicly available through community‑accessible dashboards to improve transparency and stakeholder participation; the committee accepted the amendment.

Item 7, a motion from the maker (Council member Nazarian) to have the CLA and LAHD report on homes owned by LLCs and corporations and potential legislative options including tax measures, was amended to add the Office of Finance to the list of reporting agencies. The committee accepted that amendment. The motions are requests for reports and do not create new taxes or ordinances by themselves.
