Commission approves joint dispatch agreement with Corrales, Bernalillo and Santa Ana; new governing board created

Sandoval County commissioners on May 14 approved a joint powers agreement among Sandoval County, the village of Corrales, the town of Bernalillo and the Pueblo of Santa Ana to govern consolidated dispatch services.
County staff described the new Public Safety Emergency Communication Center as replacing the prior Sanibel County Regional Emergency Communication Center. The agreement creates a governing commission made up of the county commission chair (or designee), the mayor or designee of each participating municipality, the governor or designee of the Pueblo of Santa Ana, and one additional member who will serve as chair of the operations board. The operations board will be composed of public-safety officials, including fire chiefs and police chiefs from entities receiving services.
"The difference between the current SCRECC and the newly named Public Safety Emergency Communication Center is that strong governance," the county manager said at the meeting, describing the model that places operational SOP authority with a public-safety–focused operations board while preserving oversight via the governing commission.
The agreement is planned to take effect July 1, when the county said the new dispatch center goes live for the participating small communities and Pueblo partners. Commissioners thanked staff and partner governments for expedited action and said they expect the governance design to improve regional coordination.
Vote: The motion passed with commissioners present voting in the affirmative; Commissioner Joshua Jones was not present for the vote.
Ending: County staff said they will return with final execution documents and asked for authority for electronic signatures where needed to implement the agreement on the July 1 transition date.
