The Indianapolis Plat Committee at its May 14 meeting approved the expedited portion of its docket — a set of minor subdivision plats and right‑of‑way vacations — and later approved a full‑hearing plat to replat the former jail site as Square 63 Minor Subdivision (40 South Alabama Street).
During the expedited portion, the committee read and voted on multiple minor plats and vacations. Items read into the expedited docket included: ICJ Homes Subdivision (5244 Shelbyville Road) dividing 2.87 acres into 18 lots; a replat of Thunderbird Commerce Center (approx. 110 acres into 2 lots/2 blocks); Town West Plaza minor plat (9.7 acres into one lot); IEMS At The Meadows (17.74 acres into two lots and utility‑easement vacation); and vacation of the First North‑South Alley east of Park Avenue (608 and 618 E. Market St.). The committee moved to approve the expedited petitions as read and a roll call recorded committee support; the expedited portion passed.
The committee separately read and voted on two vacation items that had additional findings: 2025 VAC-001 (IEMS at The Meadows) including an assessment of benefits in the amount of $806.40 and a petitioner appraiser fee of $950; and 2025 VAC-004 (vacation related to 608/618 E. Market St.) assessing benefits at $3,650 and an appraiser fee of $950. Staff recommended and the committee approved those motions and adopted the declaratory resolutions for each vacation; both motions included the statutory caveat preserving public utility rights under IC 36-7-3-16.
Later in the full hearing the committee considered case 2025 PLT-021 (Square 63 Minor Subdivision), a City of Indianapolis petition to plat the old jail property into two lots of roughly 42,000 square feet each and to vacate two unimproved alleys contained within the proposed plat. Tim Mokes, attorney with Ice Miller representing the petitioner, said the alleys are unimproved, never used for access to adjacent properties, and that the vacatings are cleanup for a site long occupied by the jail. He said IndyGo (Indianapolis Public Transportation Corporation/Carson Transit Center) was notified and had no objection in staff’s materials. Staff supported the plat and recommended approval subject to 12 standard conditions.
A nearby resident, Clark Carlo of 4454 Washington Boulevard, expressed concern that notice and consultation with nearby transit stakeholders had been limited and urged broader community input when public property is adjusted. Committee members responded that the plat committee’s role is to determine whether a plat meets subdivision standards, not to adjudicate uses or broader redevelopment sentiment; if the plat meets ordinance standards, the committee must approve.
The committee then moved to approve the Square 63 plat subject to staff conditions; the roll call in the transcript recorded committee members voting in favor and the plat was approved.
