Ventura County oversight board approves Santa Paula request to dissolve former redevelopment agency

Joy Atsuki, counsel to the Santa Paula DLA, told the board the city had sold agency properties and paid its enforceable obligations, and that the board's 2020 approval of a "last and final ROPS" (Recognized Obligation Payment Schedule) called for a final bond payment in December 2024. "That occurred, as it was supposed to," Atsuki said, adding the city completed reconciliation and was instructed to file for dissolution.
The board approved the resolution after a brief discussion and questions from members. A board member moved to adopt the resolution; another board member seconded, and the motion passed, recorded by the chair as "Motion passes 4 0." The meeting record does not name the members who made the motion and second.
Atsuki told the board two former agency properties the Paseo and a downtown theater had been sold. She said remediation at the theater had been funded with Redevelopment Property Tax Trust Fund (RPTTF) money, the remediation was completed, and the property was sold to a third party. When a board member asked whether the theater would remain a theater, Atsuki said she believed it had been considered for conversion "to maybe a coffee shop or something along those lines" before the COVID-19 pandemic and that she had not followed up on its current use.
The board action completes the oversight process for Santa Paula's successor agency as described to the board at the meeting: final ROPS approval (2020), final bond payment (December 2024), reconciliation by the city, remediation funded with RPTTF, and sale of the remaining properties.
The agenda also included a brief staff update that Ventura County replaced public representative Nelson Buss with Catherine Bujorkas, who served from the College District, and the filing of a public comment letter from Teresa Jordan. The board noted a June meeting is on the calendar but could be canceled if no business arises.
Mike Mishner, chair of the Ventura County Consolidated Oversight Board, adjourned the meeting after the vote.
