Planning Commission recommends General Plan amendment and zone change for 8347 Avenue 280 to allow commercial uses

The Tulare County Planning Commission recommended the Board of Supervisors approve a General Plan amendment and a zone change affecting a parcel at 8347 Avenue 280 (APN 119-010-100-08), located southwest of the City of Visalia inside the Visalia Urban Area boundary.
Planner Emily Gage, Project Processing Division, presented staff’s report and said the site is currently designated Valley Agriculture under the Rural Valley Lands Plan and zoned AE40 (exclusive agricultural, 40‑acre minimum). The applicant requested a change to a Mixed Use land use designation and a C2 (General Commercial) zone. Gage said the parcel is not under a Williamson Act contract and that a mitigated negative declaration was completed for the project. “This project will not have a significant effect on the environment with mitigation,” Gage told the commission, citing biological mitigation measures and other conditions.
Gage said the project includes existing nonconforming uses: a concrete batch facility, beekeeping operations and three mobile homes. Proposed improvements include a second access point along the west property edge to meet fire department conditions. She reported that county Public Works, Environmental Health, Fire, the Regional Water Quality Control Board, the San Joaquin Valley Air Pollution Control District and Caltrans responded during the consultation process.
No members of the public spoke during the hearing. Commissioners moved to recommend that the Board of Supervisors approve General Plan amendment GPA25005 (change Valley Agriculture to Mixed Use) and to approve zone change PZC2025004 (AE40 to C2). The motions passed on roll call; the clerk recorded the votes and the items will proceed to the Board of Supervisors for final action.
Staff noted that the proposal must also comply with an interjurisdictional agreement between Tulare County and the City of Visalia (county agreement number 25781) if approved by the Board.
The Planning Commission’s recommendation and the environmental determination (mitigated negative declaration) will be included in the materials forwarded to the Board of Supervisors.
