Council introduces tougher sidewalk-vendor rules; staff to pursue stronger enforcement

Ibrahim told the council the proposed revisions expand definitions, add detailed application and licensing requirements, establish operating conditions, list specific prohibited streets and locations for safety reasons, strengthen enforcement measures, and add an impoundment process for vendor equipment under specified circumstances.
Why it matters: Staff said code enforcement personnel have repeatedly encountered sidewalk vendors operating without a city business license, producing unsanitary or nuisance conditions, blocking Americans with Disabilities Act (ADA) access, and setting up in unsafe locations. The amendments aim to give enforcement staff clearer tools to address those violations.
Council response and motion: Mayor Pro Tem McGee and other council members praised staff work on the ordinance and the detailed prohibited-location list. Councilwoman Johnson moved to introduce the ordinance by title and waive further reading; Mayor Pro Tem McGee seconded. The motion passed 5-0.
Next steps: Staff said the ordinance will return to the council for final adoption after required posting and review; the city announced a vendor workshop on May 21 to brief sidewalk vendors on the new rules and application requirements.
