The California State Senate confirmed Zoe Heller as director of the Department of Resources Recycling and Recovery (CalRecycle) by a recorded vote of 35–0.
Senator Grove introduced Heller’s appointment and described her as having served in multiple roles at the department, most recently as deputy director of the division of circular economy, and having worked at the U.S. Environmental Protection Agency from about 2006 to 2017. Grove said Heller brought a deep understanding of the industry and “is way overqualified.”
Senator Gonzalez and others associated themselves with support, while Senator Wiener and others noted the complexity of agency implementation when laws are passed. Wiener said the regulatory process around SB 54 had frustrated many stakeholders and urged fixes to the broader implementation system even as he supported Heller’s confirmation. Senator Allen and others also expressed confidence in the nominee.
The Senate confirmed the appointment. Senators cited ongoing engagement on SB 54 implementation and said they expect to continue discussions with the director and affected stakeholders as regulations move forward.
